Dr. Julia Morse is an Assistant Professor at the University of California, Santa Barbara, and a Visiting Fellow at the Oxford Martin AI Governance Initiative at the University of Oxford. She is a scholar of global governance whose research examines issues of information fragmentation, monitoring, and compliance with international law. She has published a book as well as academic articles and public-facing scholarship. Dr. Morse received her MPA and PhD from Princeton University and her AB from Duke University. Prior to academia, she worked at the FBI as an intelligence analyst and at the US State Department and US Mission to the UN. She is an inaugural recipient of the Council on Foreign Relations Robert A. Belfer International Affairs Fellowship in European Security.
