Julia Haas is Adviser to the OSCE Representative on Freedom of the Media, leading the Office’s digital portfolio. She is an international lawyer with a decade of experience at the intersection of human rights, technology, security and diplomacy. Julia steers policy research and development in the field of internet and AI governance, and advises states on policy implementation. Previously, she worked as legal and human rights adviser at the Austrian Foreign Ministry. She sits on the Advisory Board of the Vienna Forum on Democracy and Human Rights, acts as Judge at the Oxford Media Law Moot Court, and is Rockefeller Fellow for the Trilateral Commission. Julia holds a Master’s degree in Law and an Information and Media Law LL.M. She received awards for her academic work and gender equality efforts.
